“The One” is a feature, not a bug, of The Matrix. They (plural!) are the sum of a remainder of an unbalanced equation inherent to the programming of the Matrix. They are the eventuality of an anomaly, which despite its sincerest efforts, the system is unable to eliminate from what is otherwise a harmony of mathematical precision.
The anomoly, or the “problem” it is meant to mitigate (but can’t eliminate) is choice. It’s impossible to destroy free will in humans. It’s as natural and essential as breathing. It can only be fenced in and only to the extent human beings can be convinced to allow it due to various enticements and rewards on the one hand or threats and punishments on the other hand.
The planned, intentional concentration of the attention and aspirations of the “herd” onto succeeding “integral anomolies” which can be easily removed/eliminated (JFK, MLK, DJT?) is deemed preferable than to either losing the whole crop, which would be an unthinkable result for the farmers. Please don’t think that I’m equating those three individuals. I’m just pointing out that The Matrix” seems to have used them for a similar purpose.
It was only after Neo understood the terrible purpose for his creation that he was able to reject his “purpose” and forge a different path with a brighter future using “choice”. Most people never made it through the third Matrix movie, but it has the best philosophy out of the three. =)
